Once an arrangement for the shared use of water resources has been proposed, several factors must be agreed upon. Some of these, like who is responsible for maintaining the infrastructure and what will happen to it after the close of an extractive project, need to be agreed upon from the beginning. Failure to agree on and formalize these factors at the outset can lead to tensions and conflict in the future.
